Windsor council approves $6.4M enhanced capital budget for road and park projects

City council has voted to pre-commit $6,414,000 in placeholder funding for a number of projects slated for 2019 in order to take advantage of the full construction season.

In a report to council, administration presented 14projects for funding pre-commitment, along with ward funds and financing charges.

Council was requested to release the enhanced funds, consider and approve those projects "in order to maximize opportunity within the 2019 construction season."

"As long as those projects are tendered out and come back within the allotted budget, the administration can proceed to deliver on those projects within the city," said mayor Drew Dilkens. "You'll see things happen this year."

He said those projects were "notionally approved" in the beginning of 2018 when council discussed the capital budget.

Here is the list of projects:

• Addition of curbs, gutters and sewers to California Avenue and Pulford Street.
• Installing street lights on Banwell Road from Tecumseh Road East to Mulberry Drive.
• Streetscaping Erie Street.
• Reconstruction of Byng Road from Lappan Road to Melinda Road.
• Reconstruction of Park Street West from Pelissier Street to Caron Avenue.
• Reconstruction of St. Luke Road pavement between Seminole Road and the Essex Terminal Railway.
• Albert Road will be resurfaced from Wyandotte Street East to Edna Street.
• Repair and reconstruction on Wyandotte Street East from St. Rose Avenue to Janisse Drive.
• Resurfacing of Courtland Crescent at South National Street.
• Resurfacing of Annie Street from Tecumseh Road East to cul-de-sac.
• Installation of walking path and lighting at Wigle Park.
• Installation of asphalt multi-use trail at Stodgell Park.
• Installation of wayfinding signs and markers along Little River corridor extension of Ganatchio Trail.
• Creation of off-road bike facilities.
