One year after a devastating ice storm struck Toronto, cutting power to thousands of homes, the city has come up with a new plan for dealing with winter weather emergencies.

The storm, which caused an estimated $86 million worth of damage in Toronto, encased the citys trees and power lines in iceand took months to fully clean up.

The citys new plan promises an improved communication system between 311 and Toronto Hydro. It will also streamline calls for help especially from vulnerable people to the Red Cross in emergency situations.

I think we have learned lessons, especially about communicating and how to set priorities for the restoration of power, said John Tory, Torontos new mayor.
