Conservative Member of ParliamentKelly Block is defending a controversial mailout that reads: "Ending Unfair Benefits for Refugee Claimants."

It goes on to read:"New Arrivals to Canada have received dental and vision care paid for by your tax dollars not any more."

Some constituents have complained that the mailout is racist.

Block told CBC that a draft copy wasaccidentally sent to constituents last week, but she defended the message.

"There would have been some minor changes to ensure that the language was consistent. You know it was never my intention to be offensive or to create any confusion," Block told CBC News in Ottawa.

"I think the changes were necessary, I think it's good policy. That content was intended to be in the flyer."

The Saskatoon-Rosetown-Biggar MP said it's not right that pending or rejected refugees have access to supplemental health care benefits like vision or dental care.
