A QEC news release says the move is because oflower worldwidefuel prices.

The fuel stabilization rider is aimed at recovering or refunding the difference between the approved electricity rate and the actualprice of fuel.

Moneycollected from the rider isput into the fuel stabilization rate fund and usedtooffset fuel costs related to fluctuations in fuel prices.
