High-risk violent sex offender released, will live in Winnipeg: Winnipeg police

A violent sex offenderreleased from a remand centre Friday will be living in Winnipeg, and is considered a high risk to reoffend, Winnipeg police say.

A violent sex offenderreleased from a remand centre Friday will be living in Winnipeg, and is considered a high risk to reoffend, according to a Winnipeg police news release.

Clay Byron Starr, 34, was released with conditions on a peace bond from the Provincial Remand Centre on Friday, police said in a news release. He was arrested last month for allegedlybreaching the conditions of his June 2024 release from federal custody.

Starr served just over a decade in prison after he was convicted in 2013 of sexual assault with a weapon, aggravated assault, forcible confinement, fleeing a police officerand failing to comply with a probation order, policesaid.

He has a history of violent sexual offences that took place between September 2010 and June 2011, which included stealing a stranger's running vehicle while a girl was inside. He forcibly confined, threatened and sexually assaulted the girl.

Although Starr participated in some programming while in prison, police say he is still considered a high risk to reoffend in a sexually violent manner.

He is described as six feet tall and 262 pounds, with black hair, brown eyes and scarring on the bridge of his nose and chin. He also has tattoos on his right and left hands reading "west" and "side," and a tattoo on his neck reading "Sylvia," along with full-sleeve tattoos on both arms.

Starr is known to also go by the names Chad Crate, Clayton Starr, Richard Starr, Clay Richard and Byron Richard.

Police say Starr is under alifetime weapon prohibition order.

Information regarding Starr's release isintended to enable members of the public to take suitable measures to protect themselves, butany form of vigilante or unreasonable conduct toward him will not be tolerated, police said.
