High-risk sex offender released from prison nearly 2 weeks ago is evading police, Manitoba RCMP say

A high-risk sex offender released from a maximum-security facility in Ontario nearly two weeks ago is breaking the conditions of his release, police allege.

A high-risk sex offender released from a maximum-security facility in Ontario nearly two weeks ago is breaking the conditions of his release, Manitoba RCMP and Winnipeg police allege.

Clay Byron Starr, 33, is wanted for breaching the conditions of hisreleasefrom federal custody on June 20, RCMP said in a news release Wednesday.

Starr is supposed to live in Sandy Bay First Nation, buthe's evading police, whobelieve he'sfrequenting the Winnipeg and Brandon areas.

He is also known to go by the names Chad Crate, Clayton Starr, Richard Starr, Clay Richard and Byron Richard.

He is considered violent and a high risk to reoffend in a sexual manner against women and girls. Police say he should not be confronted.

Starr served just over a decade in prison after he was convicted in 2013 of sexual assault with a weapon, aggravated assault, forcible confinement, fleeing a police officerand failing to comply with a probation order, police previously said.

He has a history of violent sexual offences that took place between September 2010 and June 2011, which included stealing a stranger's running vehicle with a female youth inside. He forcibly confined, threatened and sexually assaulted the girl.

He is under a lifetime weapons prohibition order and other conditions following his release from custody, police said.

Starr is described as six feet tall and 262 pounds, with black hair, brown eyes and scarring on the bridge of his nose and chin. He also has lettertattoos on his neck and sleeve tattoos on his arms.
