High-risk sex offender released, expected to live in Sandy Bay First Nation: Winnipeg police

A sex offenderreleased from prison last week is considered to be a high risk to reoffend and expected to live in a First Nation in south-central Manitoba, Winnipeg police say.

Clay Byron Starr who is also known as Clayton Starr, Chad Crate and Richard Starr was released from a maximum-security facility in Ontario on Thursday, according toa Friday news release.

The 33-year-old is expected to live in Sandy Bay First Nation in south-central Manitoba, police say.

Starrserved just over a decade in prison after he was convicted in 2013 of sexual assault with a weapon, aggravated assault, forcible confinement, fleeing a police officer, and failing to comply with a probation order, police say.

He has a history of violent sexual offences that took place between September2010 and June 2011, which includedstealing a stranger's running vehicle with a female youth inside. He forcibly confined, threatened and sexually assaulted the girl.

Although he participated in some programming while in prison, police say Starr is still considered a high risk to reoffend in a sexually violent manner.

He is under a lifetime weapon prohibition order and other conditions following his release from custody, according to police.

Anyone with information about Starr is asked to call the Manitoba Integrated High-Risk Sex Offender Unit at 431-489-8056, Winnipeg police at 204-986-6222, or Manitoba Crime Stoppers at 204-786-8477.Police also warn that any form of vigilante activity or other unreasonable conduct directed at Starr will not be tolerated.
