More heads roll at Calgary city hall

At least one more top level city bureaucrat, this time an executive in Calgary's corporate offices, has been fired over the East Village development project.

The move comes after two managers were let go last week from the Corporate Properties Department, which was responsible for the project.

Mayor Dave Bronconnier is promising changes in the way things are run by the city's managers.

Bronconnier says the internal audit report into the city's role in the East Village redevelopment partnership showed the deal was so bad for Calgarians, the city should pull out right away. The report also uncovered serious problems with management accountability and control.

The city is currently managed by a chief executive officer supported by five senior executives.

Bronconnier says there is a gap between elected and hired officials and city council has to act on its responsibility to the people who elected them.

Meanwhile, the personnel committee made up of aldermen will take a close look at corporate management structure Thursday. Alderman Gord Lowe says if fixing the problem means a fundamental change in the way the city is run corporately, they may have to do that.

"It could require a change of model," says Lowe, "[or] modifying the model we have. It could require some personnel changes."

Lowe says he needs more information before deciding how best to fix the problem. The personnel committee is to make its recommendations early in the new year.
